### **Overview**

Internal APIs now power nearly every business capability in modern companies.
External APIs get roadmaps, documentation, and attention to user experience.
Internal APIs get created as implementation details — poorly documented,
inconsistently designed, rarely governed. 

This paper proposes treating internal APIs as products to improve developer
experience, speed delivery, strengthen observability, and stop duplicate work.
It describes a lightweight governance model for organizations with hundreds or
thousands of microservices.

### **Technical Implementation**

The technical foundation consists of integrated platform components and clear
lifecycle management. Just as importantly, it creates a shared observability
layer for internal APIs: who depends on what, what traffic is flowing, where
failures originate, which versions remain in use, and how risk is changing over
time.

#### **Platform Components**

This model shows how a registry, gateway, and auditor work together.

* **API Registry**: Source of truth for APIs, versions, documentation,
  ownership, and consumers
  * **API Catalog** — Stores each API's business purpose, technical specs
    (OpenAPI, GraphQL, or AsyncAPI specifications), and lifecycle state. One
    place to discover what exists.
  * **Version Management** — Tracks all versions with compatibility status,
    release notes, and migration guides. Shows which versions are current,
    deprecated, or scheduled for retirement.
  * **Ownership Records** — Lists who owns each API: primary and secondary
    contacts, team, on-call rotation, escalation paths. Clear accountability for
    support, features, and incidents.
  * **Documentation Hub** — Hosts getting started guides, authentication
    instructions, endpoint references, code samples, and integration patterns.
    Good documentation increases adoption and reduces support.
  * **Consumer Relationships** — Lists all approved consumers and their
    subscriptions. Shows who depends on each API for impact analysis, incident
    communication, and deprecation decisions.

* **API Gateway**: Enforces access control, version rules, and gathers telemetry
  * **Authentication & Authorization** — Validates consumer identity and
    enforces access policies. Only approved applications call specific APIs.
    Consistent security across all APIs without each service implementing its
    own auth.
  * **Subscription Enforcement** — Verifies every request comes from an
    application with an active subscription for that API version and
    environment. Prevents unauthorized usage.
  * **Version Routing** — Routes requests to the right API version based on
    subscription and request headers. Multiple versions run in parallel during
    transitions. Teams migrate at their own pace.
  * **Policy Application** — Applies central policies for rate limiting, size
    limits, timeouts, and retries. Consistent policies protect backends and
    create predictable performance.
  * **Telemetry Collection** — Captures metrics on every call: latency, errors,
    sizes, consumer identity, and endpoints. Data flows to the Auditor for
    analysis and dashboards for monitoring.
  * **Request/Response Transformation** — Optionally translates protocols,
    converts formats, or enriches responses to maintain backward compatibility
    when APIs evolve.

* **API Auditor**: Shows usage, reliability, cost, and lifecycle health
  * **Usage Analytics** — Analyzes call patterns: top consumers, most-used
    endpoints, peak times, adoption trends. Shows producers how teams actually
    use their API versus expectations. Informs roadmap priorities.
  * **Reliability Metrics** — Tracks error rates, latency, availability, and SLO
    compliance for each API and version. Producers maintain quality and spot
    degradation before it impacts consumers.
  * **Consumer Impact Assessment** — Lists which applications depend on specific
    API versions and endpoints, call frequency, and error patterns. Essential
    for planning breaking changes, deprecations, and incident communication.
  * **Cost Attribution** — Calculates infrastructure and operational costs per
    API, consumer, and environment. Supports chargeback and investment
    decisions. Shows true operating costs.
  * **Lifecycle Health Indicators** — Monitors: APIs with zero consumers (retire
    immediately), deprecated APIs with high traffic (migration blocked), APIs
    near capacity (need scaling).
  * **Anomaly Detection** — Flags unusual patterns: traffic spikes, new errors,
    behavior changes, degraded performance. Early detection prevents small
    problems becoming major incidents.
  * **Compliance & Security Reporting** — Shows who accessed what data and when.
    Tracks compliance with data policies. Flags security concerns like failed
    auth attempts or unusual access patterns.

**Observability as a Governance Capability:**

In practice, the Gateway and Auditor together form an observability layer for
the internal API estate. They provide:

- **Traffic visibility** — Which systems are calling which APIs, at what rates,
  and in which environments
- **Dependency visibility** — Which downstream consumers will be affected by
  incidents, breaking changes, or retirement plans
- **Reliability visibility** — Latency, error rates, saturation indicators, and
  SLO performance by API and by consumer
- **Change visibility** — Whether a newly published version is being adopted
  cleanly or causing regressions
- **Compliance visibility** — Which regulated interfaces are being accessed, by
  whom, and for what approved purpose

This is one of the practical reasons governance matters: it turns internal APIs
from a black box into an observable operating surface.

**Multi-Protocol Support:**

The platform governs three first-class API protocols:

Each protocol flows through the same governance process (register → review →
publish → deprecate) but with protocol-appropriate tooling:

- **Registry** stores all three specification formats and tracks
  protocol-specific metadata
- **Gateway** handles routing differently per protocol (HTTP verbs for REST,
  queries/mutations for GraphQL, message channels for AsyncAPI)
- **Auditor** measures protocol-appropriate metrics (endpoint latency for REST,
  query complexity for GraphQL, message throughput for AsyncAPI)

#### **API Product Lifecycle**

A well-governed API follows this lifecycle:

* **Idea → Design:** Define the API early in the registry — Before writing code,
  teams register their API concept: what problem it solves, what it does, who
  will use it. Early registration creates visibility. Other teams can discover
  the planned API, influence its design, or avoid duplicate work. Design
  includes the API spec (OpenAPI for REST, GraphQL schema, or AsyncAPI for
  event-driven), data models, error handling, and auth requirements.
  Organizations shift from "build in secret, announce when done" to "design in
  public, get feedback early."

* **Review:** Peer and architectural feedback improves quality — Domain experts,
  security teams, and API designers review the design. Does it align with
  standards? Follow naming conventions? Handle errors properly? Implement
  security correctly? Fit domain boundaries? This collaborative check catches
  issues before they become production contracts. Automated tools handle schema
  validation, naming patterns, and security scans. Human reviewers focus on
  business alignment, usability, and architecture. Goal: raise quality without
  bottlenecks.

* **Publish:** Ready for production, discoverable — After passing review, the
  API is marked "Published" and available for production. The Gateway receives
  routing config, documentation goes to the developer portal, the API appears in
  search as production-ready, and monitoring starts. Publishing is a contract
  commitment: maintain backward compatibility, support consumers, honor SLOs,
  follow lifecycle rules. The API transitions from project artifact to supported
  product.

* **Adopt:** Consumers onboard with approvals — Consumers discover the API,
  review docs, and submit subscription requests. Producers receive notifications
  and approve based on capacity, readiness, or business agreements. This creates
  a formal relationship between producer and consumer. Development approvals
  might be automatic; production approvals let producers understand dependencies
  and coordinate onboarding.

* **Evolve:** Semantic versioning (Minor = compatible; Major = breaking) — APIs
  evolve while respecting existing consumers. Minor updates (v2.1 to v2.2) add
  capabilities, optional parameters, or response fields without breaking
  existing consumers. Major updates (v2.0 to v3.0) introduce breaking changes:
  removed fields, changed types, restructured endpoints, or incompatible schema
  changes. Major versions run in parallel. Consumers migrate on their schedule,
  not forced. This prevents "update and break everything" while allowing
  evolution. Note that "breaking" varies by protocol — see the [testing
  strategy](api-testing-strategy.md) for protocol-specific breaking change
  rules.

* **Deprecate & Retire:** Sunset gracefully — When an API version is no longer
  valuable or superseded, mark it deprecated. Stop new subscriptions. Tell
  existing consumers the timeline and migration path. Track remaining usage.
  Retire only after a waiting period (e.g., 90 days minimum) and when usage
  drops to zero or remaining consumers migrate. The Auditor shows who still uses
  the deprecated API for targeted outreach. Remove from routing but archive
  metadata. This prevents both premature retirement (breaking consumers) and
  eternal support (accumulating debt).

This keeps APIs fit for purpose, safe to evolve, and easy to use.

#### **Developer Experience Requirements**

Good governance only works when **developers want to use it**. That requires:

* **Clear onboarding** — New consumers should go from discovery to first
  successful call in under 20 minutes. Provide a "Quick Start" guide:
  authentication setup, making a request, understanding the response. Assume no
  prior knowledge. Give step-by-step instructions with realistic examples.
  Interactive tutorials, sandbox environments with test data, and video
  walkthroughs reduce time-to-value. Early success builds confidence and
  encourages use.

* **Good documentation and examples** — Good documentation separates adopted
  APIs from avoided ones. Provide: complete reference docs (auto-generated from
  schemas), guides for common use cases, troubleshooting for frequent issues,
  and FAQs from real questions. Include working code examples in languages
  developers actually use. Show authentication, error handling, pagination, and
  complex queries. Version docs with the API. Make them searchable and
  navigable. Stale or wrong documentation destroys trust.

* **Consistent design standards** — When every API follows the same patterns,
  developers gain transferable knowledge. Use the same auth across all APIs
  (OAuth2, JWT, or API keys), identical error structures with predictable codes,
  uniform pagination (cursor or offset, but consistent), standard query
  parameter naming, and common filtering and sorting. Developers integrate
  quickly because new APIs behave like ones they've used. Extend consistency to
  performance, timeouts, and retries. Inconsistency makes developers treat every
  API as unique, increasing cognitive load and integration time.

* **Easy self-service** — Developers shouldn't email, ticket, or meet to find
  APIs or request access. Provide powerful search: by business capability
  ("customer address lookup"), technical characteristic ("real-time stream"),
  data type ("product catalog"), or domain ("payments"). Show what each API
  does, who owns it, its SLOs, and how to start. One-click subscription
  requests, auto-routed to approvers, with clear status. Auto-approve in
  non-production. The workflow should feel like an app store, not bureaucracy.

* **Fast approvals** — Waiting days or weeks for approval kills momentum. Review
  and approve production requests within one business day, most in hours. Give
  approvers context: what the consumer wants, which endpoints, expected volume,
  whether they've integrated in lower environments. Automate checks: application
  registered, security training complete, rate limits understood. Human
  approvers focus on capacity and business alignment. Auto-approve routine
  cases. Make "yes" fast and "no" clear with actionable feedback. Never leave
  requests in limbo.

This approach guides behavior without forcing it. Good internal developer
experience is the best enforcement.

### **Organizational Implementation**

Technical platforms only succeed with the right organizational structure,
governance, and change management.

#### **Required Resources & Team Structure**

Successful API governance requires dedicated teams and clear roles. The
investment scales with organization size.

**Core Platform Team:**

* **Platform Engineers** (3-8 FTEs depending on scale) — Build and operate the
  Registry, Gateway, and Auditor infrastructure. Maintain integrations, ensure
  reliability, provide developer support. Small orgs (<300 APIs) may start with
  2-3 engineers; large orgs (1000+ APIs) need 6-8.

* **Developer Experience Lead** (1 FTE) — Owns documentation standards,
  onboarding flows, and feedback loops. Measures developer satisfaction and
  reduces friction. Critical role often underestimated.

* **Product Manager** (0.5-1 FTE) — Defines platform roadmap based on producer
  and consumer needs. Prioritizes features, manages stakeholder expectations,
  communicates value. Can be shared role initially.

**API Governance Experts:**

Automation and self-service handle routine tasks, but human experts ensure
quality and consistency.

**Two-Tier Expert Model:**

Effective organizations use two tiers:

* **Departmental API Advisors** — Each department designates experienced
  engineers as local API champions. They help during initial design: API shape,
  naming, domain boundaries, integration patterns. They answer questions, share
  practices, review drafts, and navigate governance. This early guidance
  improves quality before formal review, catching issues when they're easy to
  fix. Departmental advisors know local business context and organizational
  standards, translating between domain needs and platform requirements.

* **Central API Review Panel** — A rotating panel of 5-12 senior experts reviews
  all APIs before publication. Members rotate weekly or bi-weekly to distribute
  work and prevent bottlenecks. Fresh perspectives while maintaining consistency
  through shared standards. The panel checks architectural alignment, security,
  usability, scalability, and maintainability. This is **collaborative review**,
  not gatekeeping — the role is to improve quality through feedback, not prevent
  progress. Approval means the API meets standards and is ready to become a
  supported product.

**Cultivating an API Expert Community of Practice:**

Building API expertise requires intentional investment in training and
progression pathways. Organizations should establish a structured program:

* **Training & Certification** — Candidates complete formal training covering
  OpenAPI, GraphQL, and AsyncAPI specifications, REST and event-driven design
  principles, versioning strategies, security patterns, and organizational
  standards. Training concludes with a practical assessment: reviewing sample
  API designs and identifying issues. Only those who pass the assessment are
  eligible to become Departmental API Advisors.

* **Shadowing Period** — New advisors shadow experienced reviewers for 4-6
  weeks, observing real reviews and learning to balance quality standards with
  pragmatic guidance. They practice giving feedback on draft APIs under
  supervision before advising independently. This apprenticeship model transfers
  tacit knowledge about common pitfalls, effective feedback techniques, and when
  to escalate.

* **Progression to Review Panel** — After 6-12 months successfully coaching
  teams as a Departmental API Advisor, individuals become eligible for election
  to the Central API Review Panel. Progression is based on demonstrated
  expertise: quality of guidance, peer recommendations, consistency in applying
  standards, and mentorship effectiveness. Panel membership represents
  recognition of mastery and contribution to platform quality.

* **Continuous Learning** — The community of practice meets monthly to share
  lessons learned, discuss challenging cases, calibrate standards
  interpretation, and evolve best practices. This forum keeps expertise current
  and maintains consistency across advisors and panel members.

This progression creates a sustainable pipeline of expertise while ensuring
reviewers have proven capability and organizational credibility. It makes the
expert role aspirational—something engineers earn through demonstrated
skill—rather than appointed authority.

**Why Human Review Matters:**

Automated linting catches schema errors and naming violations. It cannot assess
whether an API solves the right problem, whether abstractions make sense,
whether it will scale, or whether it integrates well with existing services.
Human experts bring:

* **Pattern recognition** from hundreds of API designs
* **Business context** that shapes APIs to actual needs, not theory
* **Mentorship** that raises producer skill over time
* **Consistency** in interpreting standards and edge cases
* **Risk assessment** from production experience

**Minimum Viable Approach:**

Organizations not ready for two tiers should designate **at least 2-3 API
experts**. These experts should be:

* Empowered to give binding feedback
* Given dedicated time (10-20% of their role)
* Recognized and rewarded for this contribution
* Equipped with clear standards and review criteria
* Accessible early in design when changes are cheap

This investment pays through higher-quality APIs, fewer production issues,
better developer experience, and increased reuse. A few expert reviewers cost
less than poorly designed APIs maintained for years or duplicate work from teams
who can't use existing APIs.

**Making Review Scalable:**

Prevent expert review from becoming a bottleneck:

* **Shift review earlier** when changes are cheap
* **Automate what you can** (syntax, naming, security) so experts focus on design
* **Set clear SLAs** (e.g., 3 business days maximum)
* **Use asynchronous tools** that don't require meetings
* **Build a knowledge base** of common feedback to help teams self-correct
* **Rotate panel membership** to distribute load and develop more experts
* **Celebrate fast, quality reviews** to maintain momentum

Done well, expert review becomes a service teams seek, not a hurdle they avoid.

**Governance Group:**

* **Composition** — 5-8 senior leaders: Head of Platform Engineering, Principal
  Architect, Security Lead, 1-2 representatives from major product areas,
  optional Compliance/Legal representation.

* **Responsibilities** — Set API standards and policies. Resolve cross-domain
  disputes. Approve exceptions. Track ecosystem health metrics. Escalation point
  for complex cases.

* **Meeting Cadence** — Quarterly for strategy; monthly for operational review.
  Not involved in day-to-day API approvals—that's handled by the Review Panel.

* **Decision Authority** — Final arbiter on: API standards, version policies,
  deprecation rules, domain ownership conflicts, platform investment priorities.

#### **Adoption Strategy & Change Management**

Introducing API governance requires careful change management. Force adoption
too quickly and teams bypass the system. Move too slowly and chaos persists.

**Phase 1: Build Credibility (Months 1-6)**

* **Start with volunteers** — Find 2-3 product teams willing to pilot the
  platform. Successful early adopters become advocates. Their feedback shapes
  the platform before broader rollout.
* **Show quick wins** — Demonstrate value fast: "Team X found Team Y's customer
  API, avoiding 3 months of duplicate work." Measure time-to-first-call
  improvements. Highlight cost savings from reuse.
* **Make it optional but attractive** — Don't mandate initially. Make the
  platform so good that teams want to use it. When early adopters show success,
  others will follow.
* **Invest heavily in DX** — First impressions matter. Documentation must be
  excellent. Onboarding must be smooth. Approvals must be fast. One bad
  experience spreads quickly.
* **Decision Point (Month 3)** — Review pilot results. Go/no-go decision on
  broader rollout.

**Phase 2: Expand Adoption (Months 6-12)**

* **Celebrate successes publicly** — Showcase reuse stories in engineering
  all-hands. Recognize teams that publish well-designed APIs. Create cultural
  momentum.
* **Require for new APIs** — Once the platform proves value, make it mandatory
  for new APIs. Grandfather existing APIs with a migration timeline.
* **Provide migration support** — Assign platform team members to help existing
  teams onboard their APIs. Don't expect teams to figure it out alone.
* **Track and communicate metrics** — Share dashboard showing API adoption,
  reuse rates, time savings. Make the impact visible to leadership and teams.
* **Decision Point (Month 6)** — Approve mandatory adoption for new APIs.
  Confirm resource allocation.

**Phase 3: Enforce Governance (Months 12-18)**

* **Gateway becomes mandatory** — All production API traffic flows through the
Gateway. Network policies prevent direct access. This is when governance becomes
enforced rather than encouraged. **IMPORTANT:** This is often the most
contentious transition. Teams suddenly can't bypass governance, and any
deployment or configuration issues become blockers. 
  - **Technical approach:** 
    1. Start by routing read-only/GET traffic through Gateway while leaving
       mutations direct—proves stability without risk. 
    2. Gradually shift remaining traffic API-by-API over 4-8 weeks, prioritizing
       low-risk services first. 
    3. Monitor error rates, latency, and throughput obsessively—any degradation
       gets immediate attention. 
    4. Keep "emergency bypass" capability for 30 days in case of critical
       issues. 
    5. Only after 95%+ traffic flows through Gateway successfully do you
       implement network policies (security groups, firewall rules) that block
       direct access. 
  - **Expected resistance and responses:** 
    - "Gateway will slow us down" → Show latency data proving <2ms overhead.
